What is Warmer Homes Scotland?
The Scottish Government’s Warmer Homes Scotland programme offers funding and support to households struggling to stay warm and keep on top of energy bills.
You can access the programme by contacting Home Energy Scotland, who will check what support is available. If your household is eligible, we will then make a referral to Warmworks, the organisation that delivers the programme.
We can make an appointment for you for Warmworks to carry out an assessment of your property. During this assessment, they will check what energy saving home improvements are right for your home.
Who is the programme for?
Warmer Homes Scotland is designed to help people in Scotland make their homes warmer and more comfortable by installing a range of energy saving improvements. The Scottish Government is offering assistance to homeowners and private sector tenants struggling to heat their home, who have lived in their home for at least six months, and who meet the eligibility criteria.
What's available through the programme?
The improvements offered will depend on an assessment of the home. Warmworks will come to assess your home and will recommend suitable improvements, which could include insulation and heating.
In most cases, the Scottish Government will meet all the costs. Please note, you cannot access funding for work that's already been carried out. All home improvements funded by Warmer Homes Scotland must delivered by Warmworks-approved installers. Completion of the Warmer Homes Scotland self-assessment form does not guarantee that your application will be successful. All applications are subject to the availability of Scottish Government funding.
In some cases, a customer contribution may be required. An interest-free loan is available to help meet the costs of the customer contribution. The loan is subject to a credit check and includes an administration fee. More information about the loan will be provided if there is a customer contribution to pay. The loan is managed by Energy Saving Trust for the Scottish Government.

Please note, if you choose to have work undertaken to improve the energy efficiency of your home between speaking to Home Energy Scotland and Warmworks undertaking the assessment of your property, this may affect your eligibility.
Who is eligible?
Eligibility criteria
Be a homeowner or the tenant of a private-sector landlord

Live in the home as your main residence

Have lived there for at least at least six months (unless in receipt of an SR1, a DS1500 or a BASRiS form)

Live in a home with a poor energy rating - this will be assessed by Warmworks

Live in a home which has a floor area of 230m2 or less (typically up to five bedrooms).

Live in a home that meets the tolerable living standard set out in the Housing (Scotland) Act 2006 or, where the home does not meet the tolerable living standard, this will not impact on the effectiveness of the recommended improvements for installation under the programme

Live in a home where the council tax band is A-F

Eligible households must include either a person who is over 75 with no central heating, a person who is in receipt of a DS1500 or BASRiS certificate completed by a medical professional or, a person who is in receipt of at least one of the passport benefits, at any level or rate at which the benefit is paid. You do not need to be over 75 and be in receipt of a passport benefit, you will be el having someone who is over 75 in the household with broken/no central heating.
